Raised in Mexico by working-class parents, Laura grew up helping run her family’s small businesses, from fruit and vegetable stands to clothing stores. Her family later migrated to the United States in search of greater stability. Becoming the first in her family to vote was a milestone that deepened her commitment to civic participation and public service.

That commitment ultimately led Laura to local government. As the first Latina to be elected to Burlington’s City Council, Laura represents Ward 3, including parts of the Old North End and Downtown. She is committed to ensuring residents have a voice in local government and to advancing policies and resources that support a healthy, safe, and thriving city.

Throughout her career, Laura has worked across the education, philanthropic, and social sectors to expand access and address systemic barriers. She currently serves as Senior Director for Intercultural Excellence and Community Engagement at the University of Vermont. Her approach to public service begins with understanding how systems work, listening to community members, and identifying solutions informed by research and best practices.

Laura lives in the Old North End with her husband and two young children. She serves on the board of Center City Little League and co-founded the Family & Community Collective, which advocates for students and families from the global majority in the Burlington School District.
